The High Council of Free
Zone Areas in Iran, under the Chairmanship of
H.E. Mr. Khataimi, approved in October 1998
the formation of the Assaluyeh Special Economic
Energy Zone (ASEEZ) with the responsibility
of the Zone assigned to NIOC.
Based on the decision was
made recently to set up an offshore supply base
in the zone, the Pars Special Energy Zone (PSEZ)
is created to support development and operation
of the gigantic South Pars field with reserves
of 430 trillion cubic feet of gas.
Some Key Pars Oil & Gas
company employees visited Dubai for almost one
week early in 1999 and OSC provided the fullest
possible level of co-operation and facilitated
meetings with DPA/JAFZA at the highest level.
Following these meetings OSC (including IOSC)
gave certain written conditional assurances
relating to the development of the infrastructure
in PSEZ using land that the joint venture's
majority shareholder owns there.
The main objectives for creating
PSEZ are: -
- Prepare the terms and conditions
for the promotion of foreign investment in
PSEZ
- Facilitate the South Pars Projects
(all phases) in order to direct and guide
capital investment towards the expansion and
promotion of construction projects in Bushehr
province itself (remembering that Assaluyeh
is located in Bushehr province).
- 90% of the required investment
for PSEZ to be funded from foreign sources
within a format of mutual acceptance by both
parties.
The area allocated for PSEZ is approximately
10,000 acres located on the shore-line of Assaluyeh
and the Gulf of Naiband some 276 kilometers
south-east of Bushehr. Currently the following
development projects are in progress: -
- Design and construction
on Phase I of the South Pars Gas Refinery.
- Design and construction
of the utilities and buildings relative to
he refinery.
- Design and construction
of Assaluyeh's international airport.

- ign and construction of storage
and harbour facilities for sulphur extracted
from South Pars Gas.
- Design and construction of an export
terminal.
- Design and construction of water
pipeline.
- Design and construction of a 56"
gas transfer pipeline.
- Installation of power supply lines.
- Construction of residential areas.
